PHILADELPHIA (CBS) - A power outage near City Hall in Center City left part of the area in the dark for several hours on Thursday.
Officials say a transformer at 13th and Arch Streets needed repairing.
PECO says an underground transformer malfunctioned.
Crews spent the morning and early afternoon making repairs
