PHILADELPHIA (CBS) —  Chicago’s mayor is promising change after firing the city’s top cop, and that has speculation growing here in Philadelphia.

Garry McCarthy resigned at the request of the mayor amid angry protests over how authorities responded to the fatal shooting of a black teenager by a white police officer last year.
