Prosecutors say the 13-year-old was walking with a friend when the dog attacked. The boys then ran in different directions and one went missing.

“It’s not an isolated incident. It happened twice and the owner should be held accountable for that,” neighbor Randy Billie tells CBS3 Eyewitness News.
