Dog Found Skinned, Tied To Tree In West Philadelphia
PHILADELPHIA (CBS) – Officials say a dog was skinned and tied to a tree in West Philadelphia.
According to the SPCA, a passerby found a dog tied to a tree on the 900 block of 68th Street in the Overbrook section of the city around 11:50 a.m.
Officials say the dog was dead and appeared to have been skinned.
The incident is being investigated.
