A new candidate has entered the race for the vacant seat on City Council, and part of his platform focuses on decriminalizing marijuana.
State senator Mike Stack (D-Phila.) wants to reduce possession of less than an ounce of pot to a summary offense -– the equivalent of a traffic ticket.
Councilman James Kenney notes that there were 4,200 arrests last year in Philadelphia involving people with small amounts of pot.

Under the bill, possession of 15 grams or less of marijuana would be subject to fines ranging from $150 for a first offense to $500 for a third or subsequent violation.
