Phila. Mayor-elect Kenney Announces City Solicitor Appointment

PHILADELPHIA (CBS) – Philadelphia Mayor-elect Jim Kenney has selected a new city solicitor. He's a federal prosecutor with a compelling personal story.

Sozi Tulante immigrated to Philadelphia in 1983, when he was eight, the son of political refugees from Zaire. He lived that uniquely American success story -- his father drove a taxi; he went to Harvard Law -- and though it may not be a pre-requisite for the job, he thinks it's important.

"I hope to remind people that refugees love this country. We're here because of opportunities like this: that my mother could be sitting there and see her son nominated city solicitor," said Tulante.

"His story was compelling and what sold City Council and I think you're going to see him be our next city solicitor," said Councilman Bobby Henon.

Tulante promises change in the law department, saying he wants to be not just reactive but proactive, in pursuing, for example, consumer protection. Kenney says that's what he's looking for.

"The attitude in general has been, the first answer's 'no,' instead of how can we get there, what do we need to do to get there," said Kenney.

Tulante must be approved by city council. Several members attended the announcement, praising the selection.

Kenney still has several high level positions to fill and is conducting a national search for some -- such as the fire and prison commissioners.
