PA Tax Reform Takes Big First Step

Harrisburg, Pa. (CBS) -- For the first time in decades, the chance for significant reform of Pennsylvania's tax structure seems like a real possibility after passage of a property tax relief plan in the state House this past week.

Both the plan passed by the House and the one favored by Governor Wolf would raise state income and sales taxes while lowering property taxes, but they are different in significant ways.

Governor Wolf says it is just the beginning of a process, but the bipartisan nature of the House vote, he suggests, makes that process real.

"It was a remarkable achievement on the part of the House of Representatives and I applaud their passage of that bill." said Wolf.

But now comes the even harder part, narrowing the differences between the House plan and Wolf's proposal.

The governor wasn't ready to go there this past week.

"I don't know what I'm going to be asked to concede, and I'm sure the other side doesn't know what they're going to be asked to concede."

Still, Wolf calls the bipartisan House vote on the tax bill "amazing."
