Police Corporal Wins 'Officer Of The Year,' Arrests Drug Dealer Hours Later

WILMINGTON, Del. (CBS) – Just hours after receiving the 2012 Kiwanis Officer of the Year Award, a Delaware police officer and his partner arrested a drug dealer.

Cpl. Paul Ciber, who received the award, and his partner, Officer Justin Cannon, were patrolling the Riverside neighborhood in Wilmington when they observed the suspect, identified as Quentin Rykard, acting suspiciously on the 2800 block of Claymont Street.

When the officers stopped to talk to Rykard, he then fled and attempted to discard 13 bags of heroin, which were in his pocket.

Rykard, a 24-year-old from Wilmington, was arrested after a brief chase and charged with resisting arrest and possession with intent to deliver.
