PHILADELPHIA (CBS) – Philadelphia Humane Society Law Enforcement officers are searching a North Philadelphia property where a dog was left outside overnight and froze to death.
The animal was discovered at a home in the 3600-block of North Water Street, where officers found 2-more dogs that seemed to be in good health.
Officials are also investigating the possibility of the discovery being related to a dog-fighting operation after a weighted collar was found.
For now, the Pennsylvania SPCA is urging pet owners to not leave pets outdoors for extended periods of time during extreme winter weather.
