Councilman Wilson Goode Wants To Replace DROP With PLOP

PHILADELPHIA (CBS) – When City Council opens its fall session today, the members may decide to override the mayor’s veto of a bill that scales back the controversial pension perk known as DROP.

Mayor Nutter wants DROP abolished outright, and in June he vetoed City Council’s measure that reduces the cost of DROP while preserving the option for city workers. The effect of the veto though is that DROP still lives in its original form.

Meantime Councilman Wilson Goode is introducing a separate bill to create what’s called a partial lump sum benefit.

“This allows people to retire when they want, to get a lump sum payment, and then have their pension reduced by that lump sum amount.”

The partial lump sum option, called PLOP, is contained in the Council bill that the mayor vetoed, so Goode says he’ll table his measure if — as expected — the veto is overridden.

    As I understand, the drop program was originally designed for police and fire personnel only. This was done because under federal law they are not allowed to collect social security even if all quarters are paid. The drop money received would replace those lost funds. In most cases other city workers will receive more money per month when pension and social security are combined upon retirement. At this time the city contributes money to pensions and social security for the other city unions. These contributions total more than the police and fire pension contributions. It was never designed for these other workers.
