PHILADELPHIA (CBS) — Valentine’s Day is just two weeks away. And now two major chocolate makers have been hit with fines for misleading their customers.

Prosecutors in California say Ghiradelli and Russell Stover sold chocolate in containers that were oversized or predominantly empty.
