PHILADELPHIA (CBS) -- A child has died after he and his mother were struck by a driver on Thursday in Philadelphia.

It happened at 15th and Vine Streets, around 10:30 a.m.

Police say a 36-year-old mother was crossing the street with her 1-year-old son and another 3-year-old child when they were hit by the driver of a silver Ford F-150.

"I heard a thud and I seen a stroller laying on the side with the baby strapped in the stroller," said Brad Konell. "He got out immediately and he couldn't have tried to be any more helpful. When he realized what it was he just lost it like I did. It's just horrible."

Workers at Hahnemann Hospital were nearby and rushed to help.

The 1-year-old boy died at the hospital.

The woman is in stable condition. The other child suffered non-life threatening injuries.

Police say the driver stayed at the scene.

"We are still trying to put this together to find out, who had the red light who had the green light. Preliminarily it looks like the truck had the greenlight, but again we still have to assess speed and things like that," said Philadelphia Police Department Captain Sekou Kinebrew.
