2nd Arrest Made In Connection With Sex Assault In Center City

PHILADELPHIA (CBS) — Police have made a second arrest in connection to a reported sexual assault of a woman in Center City on Sunday morning.

Philadelphia police confirm they arrested 44-year-old Archie Swinson on Thursday night.

He was charged with aggravated assault, strangulation, rape, involuntary deviate sexual intercourse, unlawful restraint, false imprisonment, sexual assault, indecent exposure, and reckless endangerment of another person.

On Sunday, police arrested 38-year-old Kenneth Faixmel, who they say was Swinson’s accomplice. He was charged with aggravated assault, robbery, rape and related offenses.

Police say Swinson grabbed and choked a woman as she was walking in the 1300 block of Lombard Street around 5:30 a.m. Sunday. He then allegedly sexually assaulted the woman while Faixmel acted as a lookout. Police say they then fled with the victim’s backpack.

Police say they’re unsure of the connection the two men share, though they appear to be transient and both have lived at the same homeless shelter in the past.

Both suspects have been arrested dozens of times, mostly on theft-related charges.
