PHILADELPHIA (CBS) — Officials say a broken water main left residents of four apartment buildings in Northeast Philadelphia without power and out in the cold on New Year’s Day.
It happened around 12:30 a.m. Monday in the parking lot of an apartment complex in the 9600 block of Ashton Road.
