WHITE HAVEN, Pa. (CBS) — Police in Luzerne County, Pennsylvania are citing kids who are not doing anything wrong.

There’s no scandal here, though. It’s a reward for young bicyclists who wear their helmets.

The White Haven Police Department is handing out “ice cream citations.”
