Pa. House, Senate Pass Competing Budget Plans

HARRISBURG, Pa. (CBS) -- Pennsylvania's five month-plus budget impasse remains firmly in place now that the state House and Senate have passed different versions of a spending plan.

The Senate Monday passed a budget bill that represents the framework of a deal negotiated by Republican legislative leaders and the Democratic governor. But the House GOP could not muster the votes for the deal and the House voted Tuesday for its own, smaller plan.

House Appropriations Chair Bill Adolph, a Delaware County Republican says, "There has been no agreement on the details. The framework yes, the details, no."

But House Minority Leader Frank Dermody, an Allegheny County Democrat, said a vote for the budget measure, numbered House Bill 1460, would set the process back.

"If 1460 passes, I'll see you on New Year's, because we'll be here working on a budget for the next month or longer. Make sure about that."

Dermody wondered if the House budget bill is an intentional attempt to delay the process.
