Effort To Put Cameras Outside Philadelphia Bars Stalls In City Council
PHILADELPHIA (CBS) -- It's been a full year since 21-year-old Shane Montgomery disappeared from a Manayunk bar after a night of celebration with friends. His body was later found in the Schuylkill River. Now, an effort to prevent similar tragedies this Thanksgiving eve has stalled in Philadelphia City Council.
Councilman Curtis Jones introduced a bill in February that would require anyplace that sells alcohol to place a camera outside. Jones says it was a response to the agonizing 36-day search for Shane Montgomery, but soon afterward, a woman was abducted and tortured as she walked to her car near Jeweler's row, so the bill expanded to include parking garages.
"But when we did that," Jones says, "it entered into a whole negotiation with the parking industry about liability and a lot of other things."
Jones says he hasn't given up. Though it would be nearly impossible for the bill to pass in the brief time remaining in this session, the councilman says he'll reintroduce the bill in January.
