SEPTA Passenger Thrown Onto Tracks Describes Horrifying Experience

PHILADELPHIA (CBS) --  Septa rider Michael Kramer now says he was "left for dead" by two suspects who beat and tasered him on the platform at the Millbourne Market-Frankford El station, before throwing him on the tracks.

Surveillance video shows Kramer, who says a concussion and rib injuries suffered in the assault caused him to "black out," stumbling, then sprawling across the electrified 3rd rail power supply for 90 seconds.

Just a slight move of his head or hands, officials say, could have caused a deadly shock.

"I definitely would have been done," Kramer told CBS 3's Walt Hunter.

"I don't know how I didn't (die). I guess it was just dumb luck."

Septa Police say Kramer was targeted after he fell asleep on the train, missing his stop after a trip to see friends.  The suspects allegedly grabbed his bag, racing off the train when it stopped, with Kramer in pursuit.

Early Friday morning, Septa Police say, Haverford Township officers spotted the 2 suspects, wanted on warrants, and arrested them.

They're identified as 30-year-old Michael Osorio of Havertown and 29-year-old Jackie Kohlepp of Northeast Philadelphia. Both are now being held in Delaware County Prison in lieu of $100,000 cash bail each.

"I think they're 'scumbags' honestly," Kramer concluded.

"I think they should serve a long sentence."

Arrest warrants claim the key to cracking the case was video from Septa cameras, recognized by a Septa police officer and other witnesses who came forward.
