New Guest Placards Proposed For Phila. Residents With Parking Permits

PHILADELPHIA (CBS) -- Philadelphia residents with parking permits will be able to get extend parking privileges to their guests, under a bill introduced into city council, last week.
Council president Darrell Clarke says the bill would ease the burden for residents who get frequent visits from health care workers, family members, or those who have house guests.
"If they have a family member who wants to stay 3, 4 days, they would literally have to go and get a registration for every time they come to visit and that is not only cumbersome, I think it's kind of bordering on somewhat ridiculous," says Clarke.
The bill would create a guest placard good for six months, available for an extra hundred dollars when a resident gets a parking permit, though it could only be used for five consecutive days to avoid the potential for fraud.
"People would decide to sell the placard and there's a concern about that."
Clarke says he hopes to help residents in high-traffic residential areas -- such as around the universities.
