Ethics Board Finds Philly's Chief Elections Officer Violated Election Law

PHILADELPHIA (CBS) - Philadelphia's Board of Ethics is fining the head of the City Commissioners for violations of campaign finance law.
The Board has reached settlements with several candidates who failed to report campaign contributions, but this one is unusual because the commissioners are in charge of city elections.
Ethics Board director Shane Creamer says Anthony Clark's job was not part of the equation in the agreement for a $1,500 fine -- a penalty for failing to disclose an $11,000 contribution:
"We're just making sure that everyone's complying with the filing and disclosure requirements here."
Creamer announced settlement with two other candidates for similar violations -- Ori Feibush who challenged councilman Kenyatta Johnson and Tomas Sanchez who challenged councilwoman Maria Quinones Sanchez -- both unsuccessfully.
But Creamer says most candidates do file fully and on time:
"The system is overall working and we have a very high compliance rate."
Clark was not available for comment.
