KYW Flashback: Brash Young City Councilman Beloff Grabs Attention Of FBI

PHILADELPHIA (CBS) --- Leland Beloff was a swaggering and brash young City Councilman and state legislator from South Philly.

He couldn't help attracting attention and was never far off the radar of KYW City Hall reporters. He was destined to do something outrageous. He did.

Beloff tried to shake down the city's star developer Willard Rouse for a million bucks in exchange for legislation to support a waterfront development.

Rouse alerted the F.B.I., and Beloff was convicted along with Philadelphia crime family Don, Nicky Scarfo.

Twenty-eight years ago this week. Beloff learned his fate - 10 years in prison. He was out in 5. Scarfo went away for 14.
