Governor Wolf Plays It Close To The Vest As He Prepares Budget Address

HARRISBURG, Pa. (CBS) -- Pennsylvania Governor Tom Wolf says he thinks there will be some "nice surprises" in the budget address he is preparing to deliver to the state legislature next week. But for now, he's not tipping his hand.

Governor Wolf spoke with reporters after addressing a gathering of business leaders on Tuesday morning near Harrisburg.

"I'm hoping that actually there's some nice surprises for the people in that room," Wolf said. "We have to work together and there's going to be a lot of work to do in a relatively short period of time, which is what I said."

(Reporter/Romeo): "Will give us any clue here?"

"No, no," the governor said. "You have to wait until next Tuesday."

(Reporter/Romeo): "I mean, what about the income tax? Are you going to go for a graduated income tax?"

"You'll have to wait until next Tuesday to see" Wolf insisted.

But while he would not comment on whether he'll propose a graduated income tax with a bigger bite for those with higher incomes, Wolf did say he would make good on a campaign pledge to address a "fairer" tax system when he makes his budget address. The governor says he expects to be working on that address right up until he goes before lawmakers late next Tuesday morning.
