Philadelphia Voters To Decide 3 Ballot Questions Today

PHILADELPHIA (CBS) -- Voters in Philadelphia today will find two questions on their election ballot that deal with restructuring the city's government.

In his first year in office, Mayor Michael Nutter created an Office of Sustainability, devoted to issues of the local environment and energy efficiency.

Now, with one year left in Nutter's second term, city voters are being asked whether to make the Office of Sustainability a permanent part of government; thereby safeguarding the office should a future mayor want to eliminate it.

Voters will also be asked whether to revise the City Charter to move the Department of Prisons out from under the domain of the Department of Human Services. Supporters say prisons have operated independently for years and this change would merely make formal what is already in practice.

Finally, Philadelphia voters are being asked to okay a $137-million borrowing for capital needs, including transit, streets and parks.
