Philly Police Commissioner Urges Minor To Comment On Officer-Involved Incident

PHILADELPHIA (CBS)--A 16-year-old boy claims he suffered a ruptured testicle at the hands of a Philadelphia police officer. During a Friday press conference, Commissioner Charles Ramsey called for the boy and his family to come forward to his side of the story.

The incident happened on January 7th. Darrin Manning says he was with a group of other boys going from the subway station at Broad and Girard to a basketball game. Video shows them running west on Girard before being stopped by police at 15th Street. He claims a female officer violently grabbed his genitals while checking him for weapons.

But he has not given a formal statement to police, according to Commissioner Ramsey.

"We have not been able to interview the young man or his mother. We have spoken with his attorney and his attorney has refused to allow us to speak to the young man. Clearly we need to talk to him to find out what happened."

Ramsey says the female officer is on desk duty pending an investigation. Manning is facing three misdemeanors including resisting arrest.
