Officials say the men from Exton, Pa., called for help Friday night after the boat ran aground at the entrance to the Chesapeake & Delaware Canal.

High winds and pounding waves complicated the rescue efforts. Though strong waves kept slamming the boat against the rocks, the men ultimately made it onto a rescue boat.

The men were evaluated for minor injuries but did not want to go to a hospital.

State officials are investigating.

The incident occurred at about 11:45 a.m. Saturday in the 6600 block of Kings Highway South in Upper Milford Township.

Authorities say the woman was struck by a vehicle. No other details surrounding the incident were released.

The Lehigh County Coroner’s Office will complete an autopsy on Monday.

Maurice was reported missing Friday. He was last seen Wednesday, May 22 in the 700 block of Brighton Street.

Police say he was found safe in a park on Friday.

CAMDEN, N.J. (CBS) — 16 Camden County veterans who lost their lives in Iraq and Afghanistan were honored in a Memorial Day weekend ceremony at Harleigh Cemetery.

Reverend Floyd White, director of Camden County Veterans Affairs, estimates there’s a projected 24,000 veterans throughout Camden County.

“With all the people in the county,” he says, “from the Vietnam era to the Korean era to WWI, WWII and Iraq and Afghanistan, there are a lot of veterans in this community that we need to really pay tribute to.”

And for those veterans still living, White says it’s important to note that there are a variety of benefits and all kinds of assistance programs available. He says his office can help them obtain those benefits.

“We’ve got the guaranteed housing loans,” Whites says. “You’ve also got the VA eligibility for pension, compensation, we have the county ID, as well as an opportunity to look at the burial properties here at Harleigh Cemetery in Camden, New Jersey where we have a veterans cemetery.”

The Cape May-Lewes Ferry is closed Saturday because of high winds in the area.

Officials announced the cancellation on the ferry website.

High winds are also affecting the Bay Bridge, where officials had to restrict two-way traffic on a span Saturday.

Police say they found Cassidy Bowers Saturday afternoon and she is safe.

According to police, she was abducted by 20-year-old Stephen Campion Jr. after he assaulted a third party around 6 a.m. at 305 Howard Avenue in Pottsville, Schuylkill County, Pennsylvania.

PHILADELPHIA (CBS) — A few dozen gun rights advocates rallied in Philadelphia’s Love Park and then marched down Market Street on Saturday to protest a City ordinance that bans the carrying of firearms in parks and recreation centers, even if the guns are legal.

“The right of the people to keep and bear arms in defense of themselves in the state, shall not be questioned,” said Mark Fiorino, who organized the march, which includes members from the NRA and Firearm Owners Against Crime.

Fiorino says the group takes issue with the Philadelphia ordinance because it conflicts with the Uniform Firearms Act of 1995, which makes it illegal for the city to regulate use of firearms.

“This is a violation of our rights,” he said, “and we’re not going to accept it.”

The ordinance passed City Council in March with a 15-2 vote. Anyone who violates it faces a fine up to $2,000, but that did not stop some from openly carrying their licensed firearms while marching, including Ansel, who carried his licensed M-16 rifle down Market Street.

“It’s my right to carry it, openly carry it anywhere in the state,” he said.

About a handful of gun control advocates stood with signs in counter protest.

“In England, Holland, Australia and India, no one has a gun,” said one counter-protester. “If those nations can do it, we can too.”

Plesi Nichols of Trenton was due to be sentenced Friday, but that was put on hold and a hearing was scheduled for this summer to consider her request. Nichols was facing an 18-year state prison term after pleading guilty last June.

Nichols’ boyfriend, Anthony Roberson of Trenton, had also pleaded guilty to kidnapping in the case and was facing a 16-year sentence. But he did not show up for his sentencing on Friday.

Mercer County authorities say the girl suffered severe lacerations from being tied to a banister and doorknob in the South Logan Avenue home.

Giuseppe “Joe” Garofalo chose the cash option, meaning he will receive $73,279,052 before taxes.

Garofalo says he bought $10 in tickets for the May 17 drawing, and hit the jackpot with a quick pick ticket. He purchased his tickets at the Lukoil gas station in Tinton Falls, which will receive a $30,000 bonus for selling the ticket.

Garofalo shared the jackpot with a person who bought the same ticket in Virginia. The winning numbers were 11, 15, 35, 43 and 49, with the Mega Ball number 41.

Lottery officials say Garofalo did not say whether he planned to keep working or what he planned to do with the money.

The incident happened around 1 a.m. Saturday in a home along the 900 block of West Silver Street. A woman was involved with a physical altercation with her stepfather and ran outside of the house. That’s when, police say, she heard a gunshot from inside the home. Authorities say her step father then pointed a gun at her and fired a shot. She was not struck and ran to a neighbor’s house where she called police. As she was running there, police say, she was shot at again without being hit.

Authorities says when officers arrived they were met by the suspect at the door. Police say he fired shots through the closed door, between the officers, who then ran for cover.

Police say the suspect then surrendered and was arrested.

There were no injuries and police say they also recovered a knife.

PHILADELPHIA (CBS) - Philadelphia police say three people were stabbed in two separate incidents late Friday night.

The first incident, a double stabbing, took place at 11 p.m. inside a home in the 2100 block of Benson Street.

Police say they found a 55-year-old woman and a 77-year-old man with stab wounds to their hands and arms. They were taken to the hospital in stable condition.

The second stabbing took place a half hour later along the 5900 block of Chester Avenue in Southwest Philadelphia.

Police say they met a victim who said he was arguing with a woman who stabbed him in the back three times with an unknown object. The victim was taken to the hospital in critical condition.

Police are investigating both incidents.

Police say officers responded to a call of a person with a knife at about 7 a.m. Saturday at the intersection of Castor and Robbins Streets in the Oxford Circle section of the city.

According to officials, when police arrived they knocked the unidentified suspect to the ground using the push bumper of their police cruiser after seeing him standing in the middle of the street with the knife.

Investigators say the officers then exited their vehicles and used pepper spray on the 23-year-old suspect after he refused to drop the knife.

Authorities say the spray had little effect on the man, who then ran toward police with the knife still in his hand. It was then, police say, that officers fired at the suspect.

Officials say the suspect continued to fight with police, knife in hand, even after the officers shot him.

Police say three officers were eventually able to wrestle the knife from the man who was taken to Aria Torresdale Hospital, where he was later pronounced dead.

This is the fourth police-involved shooting in the past week.

Investigators in Chester County allege that the 16-year-old student brought the gun to Rustin High School on Thursday and other students encouraged him to fire it at a friend.

Westtown-East Goshen police said in a statement that the victim was uninjured by the plastic pellet except for a “minor red mark” on his chest.

Police said school officials learned about the matter from an anonymous note from another student.

Police said the student will be cited for the summary offenses of disorderly conduct and sale and use of air rifles.

School district officials said he had been suspended, citing a “zero tolerance” policy on guns in school.

ATLANTIC CITY, N.J. (CBS) – Atlantic City casino operators are looking for new options to turn their fortunes around as profits continue to shrink in the midst of increased competition from other states.

Three states have cleared the way for internet gambling within their borders.

New Jersey’s proposed rules are in the comment stage and hopes are to have the system up and running within the state by the end of the year.

What will it mean to a casino’s bottom line?

Analyst Michael Pollock with the Spectrum Gaming Group suggests it’ll give New Jersey the early upper hand on other states.

“It’s also going to be valuable in how the operators use it, how they leverage it to the benefit of getting customers in their doors,” says Pollock.

An online casino offering, paired with the proper inducements, could get some people to actually head down the shore to play.

Another thing the state is considering is pairing with other states to link their slot machines to offer bigger jackpots.

PHILADELPHIA (CBS) — Three children were injured during a house fire in Southwest Philadelphia early Saturday morning.

The blaze broke out around 5:40 a.m. inside a two-story rowhome along the 6500 block of Windsor Avenue in the Cobbs Creek section of the city.

Emergency crews arrived on scene to find heavy flames shooting from the home.

Neighbor Quimara Lee called 9-1-1. She says she saw a man who lived in home pull a burning mattress out of the house.

“The mattress was on fire when they dragged it out. I saw the son dragging it out but he couldn’t get it out completely and then the fire department pulled the rest of it out,” Lee explains.

Authorities say three children were rescued and taken to Children’s Hospital of Philadelphia where they are being treated for burns. A 7-year-old girl is listed in critical condition, a 6-year-old boy and a 14-year-old girl are listed in stable condition. A man was also rescued and taken to an area hospital in an unknown condition.

Crews placed the fire under control at 6 a.m.

The American Red Cross is assisting at least nine people who were displaced by the fire.

The cause of the blaze remains under investigation.

PHILADELPHIA (CBS) — Gas prices have been rising leading up to Memorial Day weekend, according to Triple-A Mid-Atlantic. But they say that won’t stop more than 400,000 Philadelphia-area residents from hitting the road.

Triple-A Mid-Atlantic’s latest gas watch has the average price in Philadelphia at $3.58 a gallon. It’s up four cents from last week and 12 cents from the end of April. Triple-A spokeswoman Jenny Robinson says it’s not affecting most local travelers.

“62%, close to two-thirds, saying gas prices are not going to impact their plans,” she says.

Robinson says the 38% who are concerned about gas prices are finding other ways to save.

“For the most part they’re not going to change their trip,” she says. “What they’re going to do is economize in other areas. 8% of travelers tell us they’re going to take a shorter trip and 3% will travel by an alternate mode of transportation.”

Robinson says effects of the government sequester and this year’s end of the payroll tax holiday are to blame for less spending. As for gas projections for the rest of the summer, Robinson says they’re predicting lower prices, but with hurricane season approaching, those projections aren’t set in stone.

PHILADELPHIA (CBS) – A local non-profit will hold a unique competition where the winner gets the title “Best Storyteller in Philadelphia.”

“We believe that everyone has a story to tell,” says Karina Kacala, marketing manager for First Person Arts.

The group provides a platform for artists, as well as ordinary people to tell stories from their life, but there’s a twist.

Folks get five minutes to tell a story tied to a specific theme, letting judges decide on who’s the best storyteller in town.

“It so powerful to see how people get on stage and they’re a stranger to the audience, but then they tell their story and suddenly, they have a room full of friends,” says Kacala. “And they’ve connected with people either through the humor of their story or the raw emotion that they’ve projected on stage.”

PHILADELPHIA (CBS) - For a third straight year, the Census Bureau finds Philadelphia’s population is on the upswing.

The latest estimate from the federal folks who count people is that Philadelphia’s population rose by about 9,000 from July 2011 until July 2012.

“Philadelphia was ranked fifth in overall population size among cities of a population of 50,000 or greater. Philadelphia was also ranked 24th in terms of overall numeric increase between 2011 and 2012,” says David Dixon, a demographer with the Census Bureau.

The estimates are based on a combination of birth and death figures, as well as inward and outward migration of residents.

City officials have attributed the trend, in part, to a growth in the immigrant population of Philadelphia.

PHILADELPHIA (CBS) – A soldier’s monument that had been in storage since it was recovered after it was stolen years ago from the Mount Moriah Cemetery in Yeadon has been moved to a new home and the public will be able to see it Sunday during noon-time memorial ceremonies in East Falls.

It’s a bronze statue of a Civil War-era Union soldier known as the Silent Sentinel.

It stood in place in the Mount Moriah Cemetery for nearly 100 years until it was stolen in 1970 and later recovered and placed in storage.

Through the efforts of the Military Order of the Loyal Legion of the United States, it’s now set to watch over the graves of veterans in the Grand Army of the Republic section of Laurel Hill Cemetery in Philadelphia’s East Falls section.

Andy Waskie, a Civil War historian and re-enactor, is a member of the Legion and the Laurel Hill board.

“[We are] returning this monument to its original mission or task which was to overlook the graves of veterans and bring attention to their efforts and to their service, magnificent service, during the Civil War and all veterans by extension,” says Waskie.

Among those graves it will stand vigil over is that of Philadelphia’s Gen. George Meade, who commanded troops at the Battle of Gettysburg.

Until a new base for the monument is completed, it is on display in the cemetery office.

PHILADELPHIA (CBS) - On this Memorial Day weekend, there’s a new look at a transformative time of the Civil War.

Hell or Richmond, by Ralph Peters, covers not one battle but several in the 30 days from May 5th to June 3rd, 1864.

Gettysburg, what Peters calls the last Napoleonic battle nearly a year in the past, Union General U.S. Grant presided over the dawn of modern warfare, with rapid fire weapons, longer range artillery, casualty evacuation and trenches. The telegraph brought the illusion of fast information.

“Grant, at Cold Harbor, stayed in his headquarters ’cause he thought the telegraph would bring him all the information he needed to know. He didn’t see the battlefield over which he ordered men to attack, which resulted in grim slaughter, until the attack was over,” says Peters.

This book, like Cain at Gettysburg before it, is a historical novel which Peters hopes is the key to teaching a subject too often ignored.

“I want to lure people back into studying our history,” through the eyes of troops on both sides, some with attitudes quite unappealing in modern times he says.

PHILADELPHIA (CBS) - It’s a big weekend in Philadelphia for lacrosse fans as the NCAA Championships are in town.

The Division I Final Four and the championship games in Divisions II and III will call the Linc home this weekend.

Larry Needle, executive director of the Philadelphia Sports Congress says that is good news for the city’s economy.

“We’re probably looking at as much as $25-million in economic impact over the weekend. Realistically about 60 percent of the folks who are going to be in the stands, both at the men’s championship at Lincoln Financial Field and the women’s championship out at Villanova, are from out of town,” he explains.

And Needle says that adds up to about 10,000 hotel room nights that are going to be needed.

The men’s Final Four is Saturday, the Division II and III Championship games are set for Sunday and the Division I final is Monday afternoon.

The women’s Division I championship game is Sunday at Villanova Stadium.

PHILADELPHIA (CBS) – Thousands of people are converging on the Jersey Shore this holiday weekend to enjoy much needed rest and relaxation, with many planning to stay all summer. For some who rent homes year-in and year-out, there may be a new cost to figure into the equation. 3 On Your Side consumer reporter Jim Donovan explains.

In Ocean City this summer, vacationers will enjoy the same sun, the same surf, but if you’re renting a house, you could face a new charge.

“We got to a point where the conventional security deposit wasn’t working properly,” said Clay Rossiter with Fox Real Estate in Ocean City.

Enter what’s being called a vacation damage rental plan, where you pay an optional insurance fee instead of a security deposit you get back.

“I think a lot of people were inclined to try and hide any damage that maybe were to happen,” said Rossiter.

Rossiter says renters won’t need to cover up that stain on a rug, or hide any chipped items.

“If something happens, spills, breaks we understand and now you’re insured. You just give me a call, we’ll fill out the forms and send it in and submit it to the company,” said Rossiter.

At Fox the $50 insurance premium gives renters $1,500 worth of damage coverage.

Sounds good to homeowner Julie Toner.

“My understanding is it will encourage people to report damage sooner. So if it works, if it works as they say it will I have no problem,” said Toner.

“This is something that is offered in other places across the country, this is something that is just newer in New Jersey,” said Frank Shoemaker with Berger Realty in Ocean City.

Shoemaker says his agency is offering the rental insurance too. A $50 buck policy for $3,000 of coverage.

“I think most people would rather just pay the 50 dollars and have the insurance policy coverage rather than having three, four, five hundred dollars tied up for essentially for two months and you’re still not guaranteed that back in case you did some damage to the property,” said Shoemaker.

Renters do have a choice, but here’s the catch. If you opt to put down a security deposit instead of paying for the $50 insurance policy, in many cases the security fees will be triple, or quadruple what it used to be. While Ocean City realtors are embracing these insurance policies, realtors in a few other shore towns have introduced them too. It’s appears to be the wave of the future.

MARLTON, N.J., (CBS)- Stefan and his girlfriend AnnaRose have been dating for nearly a year.

“Well, she’s pretty and she’s nice and we love each other,” said Stefan.

“That’s true,” said Anna Rose.

Stefan and Anna both have Down syndrome. They love going to the movies, but after a bad experience two months ago at the AMC in Marlton, the teens left embarrassed and upset and didn’t want to go back (see previous story).

The theater has assigned seating. They accidentally sat in the right seats, but the wrong row. A manager separated them and moved them to the back of the theater.

But after an outpouring of support from the community, AMC sprung into action to make it right, offering Anna and Stefan a private free screening and an apology from the manager.

“A face to face apology,” said Anna.

Corporate flew out to meet Anna and Stefan for lunch. They got a tour of the theater. Also, AMC said they would review and revise their policies.

“They heard what we said,” said Stefan’s mother, Toni Slowinski. “They heard what not only what we said, but the community, and AMC didn’t just turn a blind eye to it. They were like, oh, wow, there’s a problem, we need to fix that.”

“Anna and Stefan were shown by AMC that you can step up and advocate for yourself,” said Anna’s mother, Lin Rubright.

Stefan will soon be starting work at another AMC theater and Anna is now considering a job.

After their meeting, AMC announced they’ll be running a public service announcement during the month of March to bring awareness to Down syndrome in all of their theaters nationwide.

Anna and Stefan say they’re looking forward to their next movie in Marlton.

PHILADELPHIA (CBS) - While many will make the tradition trek down to the Jersey Shore this Memorial Day weekend, not everybody will be leaving town. So what will they be up to?

To put it bluntly, not much.

A lot of people were planning to do what they always do on the weekend.

With the cooler temperatures and a threat of rain, many people at the Market East Station in Center City said they were going to forgo a trip to the beach and just take it easy instead.

“I’m not a big Jersey Shore person to tell you the truth,” said one commuter.

So what’s there to do instead?

“I’ll probably have a family barbeque with some friends, catch up with my grandkids, and clean up. That kind of stuff,” said another.

Of course that’s all contingent on the weather holding up, a reason many people said they won’t be heading to the shore.

A lot of others say they’ll be doing what they always do on the weekends – working.

Whatever the plans may be, many people were just hoping to get some warm and sunny weather soon.

The incident happened at about 10:40 p.m. on the 6000 block of Wister Street.

Investigators say a 15-year-old female was walking from a friend’s house and saw an unknown man riding a bike. While walking past an alley, authorities say the man approached her, showing a gun and told her not to look at him.

Investigators say the suspect then forced the victim into the alley where he sexually assaulted her. After the assault, police say the suspect fled north on Wister Street.

The suspect is described as a Black male, 5’9”, with an average build and light complexion. He was wearing a dark colored hooded sweatshirt and dark colored pants riding a mountain bike.

SEASIDE HEIGHTS, N.J. (CBS) – A blue ribbon spread over five miles of the New Jersey Coastline Friday morning was a symbolic show of a new start for the residents and business owners who’ve had to endure and rebuild after Hurricane Sandy tore through the shoreline.

In Seaside Heights, Governor Chris Christie cut the ribbon and declared the Jersey Shore is open for the summer season.

The Governor strolled through crowds of residents and visitors on this opening day, more than six months after Sandy.

It was also an emotional moment for Angela Papoutsakis who tearfully hugged Governor Christie, to say thank you.

She says she asked him for help with her business, George’s Pizza, when she saw him during a recent visit to Lavallette.

Governor Christie’s office called her the next day, and got her the aid she needed.

George’s Pizza opened this Friday.

“We were ready to give up last week because we didn’t have hope, but now we have hope, we see the light,” said Papoutsakis.

While the boardwalk is back, many residents still remain paralyzed, waiting for insurance money or facing the tough reality of new federal flood maps.

We sat down one-on-one with the governor during his next stop in Point Pleasant Beach and asked him if New Jersey was where he wanted it to be by Memorial Day Weekend.

“I think we’ve made some really great progress but until folks are back in their homes it’s not going to be where I want it to be,” said Governor Christie, “I’ve said right from the beginning the homes and getting everyone back where they were before is going to be a year to two year proposition, I know that doesn’t help you if you’ve been out of your home for seven months and you are thinking, ‘I don’t care when someone else is going to get back in their home, when am I going to get back in?’ I get that, we’re doing as best we can to help people, but in the end, this is going to be a joint effort between the homeowners and the government to try to make this work the right way.”

DOYLESTOWN, Pa., (CBS) - Every Memorial Day weekend we pause to honor the faces of the fallen.

Kristofor Stonesifer, 28, was one of the first to die fighting in the War on Terror in October of 2001.

“I remember the summer night I watched my son drive down the lane of our house and into the dark, never to return,” said Ruth Stonesifer.

Stonesifer spoke those words at the memorial courtyard at Bucks County courthouse. It was there that members of the Doylestown Post 175 Veterans of Foreign Wars, unveiled their plans to erect a Global War on Terror Memorial, for those who’ve died since 2001.

Aluminum plates will feature names, pictures and historical facts about the War on Terror.

“That will reflect words pictures on the exterior and tell the story of the war on the inside, tell the story of the warriors,” said VFW 175 Commander Richard Scott.

The new memorial will join the current ones honoring the ultimate sacrifices those who served in World War II, the Korean War, Vietnam and Desert Storm.

It’s one more way to recognize Kristofor Stonesifer and the dozens of others from Bucks County, who we remember today and every day.

Rapper Kanye West debuted his new single “New Slaves” last Friday by projecting the music video on 66 buildings around the world.

This Friday, he updated his website with new locations, including three in Philadelphia.

Police say Maurice Sorzano-Carter was last seen on May 22 at his residence on the 700 block of Brighton Street.

Maurice is a Black male, 5’8″, 115 pounds, with brown eyes, light complexion, and has short black hair.

He was last seen wearing tan pants and a navy blue shirt.

POINT PLEASANT, N.J. (CBS) – An official from Guinness World Records announced Friday morning that New Jersey made a new world record.

After New Jersey governor Chris Christie cut the ribbon to open the Jersey Shore for the unofficial start of summer, a representative from Guinness World Records announced that New Jersey beat a record.

Before Friday morning the longest ribbon cut in a ribbon cutting ceremony was 4.19 miles long.

The ceremony held in Point Pleasant, New Jersey broke that record with a ribbon stretching 5.51 miles, making it a new Guinness World Record.

“We can now say that the state of New Jersey is officially amazing,” said the Guinness World Record rep.

Police say that on May 15th, an investigation determined that 21-year-old Shawn Taraba was the suspect believed responsible for sexually assaulting a 14-year-old girl back in July of 2011. He was charged with 2nd degree Sexual Assault and 4th degree Criminal Sexual Contact.

Two additional sexual assaults connected to Taraba were also reported on May 18, 2013. In one, Taraba is accused of restraining and sexually assaulting a 17-year-old. He was charged with 2nd degree Sexual Assault, 3rd degree Aggravated Assault and 3rd degree Criminal Restraint related to that case.

In the other incident, involving a 20-year-old female, Taraba was charged with 4th degree Criminal Sexual Contact.

Taraba was arrested and bail was set for the initial charge of Sexual Assault at $50,000 full cash and $1,000 for the Criminal Sexual Contact. Taraba is being held in Cape May County Jail pending a court date.

So when Nicole Polizzi, otherwise known as Snooki, got to meet the governor Friday and shake his hand, their exchange was a bit awkward.

Christie and “Jersey Shore” cast members appeared separately on NBC’s “Today” show during filming in Seaside Heights, N.J., to talk about the state’s recovery from Superstorm Sandy. Seaside is where “Jersey Shore” was filmed.

In a later exchange captured on video by the Asbury Park Press (http://on.app.com/ZiTFCx ), an unsmiling Snooki told Christie she hoped he would “start to like us.”

Christie responded, “Well, we’ll do our best.”

After they parted ways, Snooki looked at the camera and said, “He just doesn’t like us.”

YORK, Pa. (CBS) – A York County couple is behind bars and their talent evaluation business on hold after an argument over a television show.

Police say 48-year-old Karen Harrellson and 57-year-old Gregory Stambaugh were watching “American Idol” when they had a disagreement over who they thought should win.

Stambaugh says Harrellson stabbed him; Harrellson says Stambaugh stabbed her.

While police don’t know exactly what happened, they do know that both had been drinking heavily.

Neither of the two has made bail as of yet.

HAMILITON TWP., N.J. (CBS) – Police say one person had died in two vehicle crash involving a tractor trailer and car on I-295 in New Jersey.

The incident occurred just before 3 p.m. near exit 61A on the northbound lanes of I-295 in Hamilton Township, Mercer County.

Police say a tractor trailer carrying sheetrock overturned.

Police confirmed one person died at the scene as a result of the crash. The identity of that victim has not been released. It was not immediately known if there were any other injuries due to the accident.

Two northbound lanes are closed and one southbound lane is closed due to the accident.

Police say the investigation is expected to last through rush hour and for motorists to expect delays.

PHILADELPHIA (CBS) – The U.S. Conference of Mayors has wrapped up a two-day summit in Philadelphia on technology and innovation.

One of the discussions in the last breakout session centered on the potential of municipal broadband service. No large metro areas have it, but cities like Philadelphia and San Francisco have flirted with the idea of building out fiber-optic or cable networks with access to the Internet.

Playing host to more than 30 Mayors across the country, and their technical staffs, Mayor Nutter emphasized it would only be done here under some sort of public-private partnership:

“Part of that is, what’s the partnership, and in some instances, how do we get out of the way, but push it and drive it?”

San Francisco is about to undergo a major renovation of that city’s antiquated sewer system, so mayoral aide Jason Elliott says they’re considering the possibilities:

“We’re currently exploring what we’re calling a ‘dig once policy’.”

If they’re already opening up streets, the city wants the right to drop conduit, either fiber or empty.

“Hey, it makes sense to actually lay some of that hard infrastructure there,” Elliott said.

The 1925 novel is a staple of high-school English class reading lists. A new film version opened earlier this month.

Princeton officials say the hand-written work shows Fitzgerald’s writing process.

Fitzgerald studied at Princeton nearly four years, but dropped out to join the U.S. Army in 1917.

His daughter donated his papers to Princeton in 1950.

Officials say the spill may have come from an Mid States Oil Truck.

PHILADELPHIA (CBS) – As President Barack Obama addressed sexual assault in the military during his commencement speech at the U.S. Naval Academy, a similar discussion took place at the Philadelphia Veterans Multi-Service Center on Friday morning.

Throughout the discussion, victims talked about what could be done to help prevent and prosecute it and shared their stories.

Retired Army Nurse Marsha Four says not enough is being done to make service members aware of this problem:

“They keep putting out trainings about military sexual trauma, but there is no buy in,” she said. “There is no accountability, and so I can’t tell you how many hundreds of times I have heard this. They are kind of commonly viewed as a joke.”

Congressman Meehan says the system in which victims can plead their case is flawed:

“There are 3,375 reported cases a year and the evidence is there are about 26,000 victims of military sexual assault.”

Meehan says he wants to have more of these cases prosecuted, and he’s taking steps to do just that.

Meehan helped introduce the Military Judicial Reform Act, which removes a little-known provision of the Uniform Code of Military Justice allowing a senior military officer to reduce or dismiss a guilty verdict. Meehan is also a cosponsor of the BE SAFE Act, bipartisan legislation to address the provision and create automatic discharge for a conviction in major sexual assault cases.

Halfway through, Dom asked him about Benghazi, Guantanamo Bay and his reaction to the President’s speech on drones and defense Thursday.

“Bad news doesn’t get better with time,” Rumsfeld said about Benghazi. “The problem they’ve got is…they knew it was the anniversary of 9/11…they knew our people worried about the threat [in Benghazi]…and to go out and pretend it’s [a result of] a YouTube video or the result of a spontaneous demonstration…I just can’t imagine it.”

“My instinct is to defer judgment on it,” Rumsfeld did admit when pushed about Benghazi, though he seemed upset about the President’s trip to Las Vegas for a campaign speech immediately after the event.

And when Giordano questioned him about the withdrawal of troops from Afghanistan, Rumsfeld said that, “If people see weakness, they see an opportunity to take advantage of that.”

“The United States creates an impression of decline,” he continued. “The world will be a less safe, a less stable place [due to our withdrawal from Afghanistan].”

“Can you talk a little bit about how [Guantanamo Bay] has served us?” Giordano asked at one point.

“It’s served as a sort of detention place for people who were trying to get into the country illegally,” in previous administrations, Rumsfeld explained. But in recent years, it turned into a holding place for those deemed terrorists or a danger to the people of the United States.

“The people that are left [in Guantanamo now] are the worst of the worst,” Rumsfeld said, before saying the prison is “probably been among the best run prisons on the face of the Earth” and shouldn’t be closed.

Furthermore, Rumsfeld said he feels drones are a “valuable tool,” though “the President should probably work with the Congress to figure out” when they should be used.

PHILADELPHIA (CBS) – Citing a potential flight risk, a Philadelphia judge orders a faith healing couple to remain in custody for now as they await a preliminary hearing next month on murder charges in the death of their seven-month-old son (see related story).

Authorities allege Herbert and Catherine Schaible chose religion over medicine, praying over their son as he succumbed to dehydration and pneumonia. It’s the second time a son has died.

The Schaible’s are serving a ten-year sentence of probation for the death of a three-year-old son in 2009 under similar circumstances.. A key order of probation was to seek medical care if their children got sick.

Prosecutor Joanne Pescatore argued the Schaible’s should remain in custody:

“I think they do respect the court in some respects, you know they show up. But are they going to do what they are told, obviously we see now when they are up against it, they are not, and they didn’t,” she said.

The judge says he’s concerned other like-minded people could assist the couple in fleeing, so he has ordered the Schaible’s held for now, but indicated he might reconsider later.

Defense attorney Bobby Hoof argued Herbert Schaible is not a flight risk saying Schaible has the faith to do what he believes, and the principle to show up for court.

But Judge Benjamin Lerner responded that Herbert Schaible dishonored the court by not following the most important court condition of probation, by not caring for the sick baby.

Judge Lerner continued, citing Herbert Schaible’s statement to police, “of course we didn’t take him to the Doctor because it would have been a violation of our faith to do so.”

Hoof says Herbert Schaible is resolute and strong willed.

“You have to understand that he has lost two children in, I think it is, a period of three years. He is mourning this son, so he is hurting as any dad would,” said Hoof.

The defendants, in custody, were not in court.
