Sharing The Road: What Rules Should Drivers Be Following?

PHILADELPHIA (CBS) -- With more people opting to pedal their way through the city, fighting traffic can be confusing -- for both drivers and cyclists.

"Of course you never want to hit no body on their bike," said one driver.

"Drivers, they get road rage," said one biker.

"You can only pay attention to so many things at a time as a driver," said another.

So, what can drivers do?

"People in cars want bicyclists to go faster than they are able to go, that creates a lot of tension between the two," said Randy LoBasso, with the Bicycle Coalition of Greater Philadelphia.

LoBasso says those on four wheels don't always understand the difficulties cyclists face.

"A lot of drivers don't necessarily know bicyclists are allowed to take the full lane if they deem that to be necessary for the own safety," he said.

For example, cars and trucks will block bike lanes while loading and unloading, leaving bikers with nowhere else to go.

"The PPA has stepped up ticketing cars parked in bike lanes," said LoBasso.

Philadelphia police say it is all about sharing the road.

"It's kind of a learning curve with more bikers being in traffic and cars adapting to more bikers being in traffic," explained Captain Patrick Kelly with the Accident Investigation Division.

And what happens if you get in an accident?

"There is no blanket statement you can say as to who would be cited, who's wrong, or if it's an accident where both parties had a little culpability," Kelly said.

If you are a biker who sees a car driving erratically, or a driver who sees a cyclist causing havoc on the road, police say you should call 9-1-1, and let officers handle it.
