Annual Richardson Dilworth Award Ceremony Held At City Hall

CENTER CITY (CBS) -- The annual Richardson Dilworth Awards were handed out this past week during a ceremony at City Hall.

Laura Cassidy picked up the Innovation in Government award for her work as head of the Prison Department's green programs. She said her work is based around progress.

"When I first came up there we were doing zero recycling. Currently today we're doing over 300 tons per year of single stream recycling," Cassidy said.

Perhaps even more gratifying, said Cassidy is the role inmates have played.

"They've put their hearts and souls into this program and they've taken ownership of this program."

The recipient of the Dilworth award for public service is Joseph Sullivan, he's the Chief Inspector of the Police Departments Homeland Security Bureau. In recent years he's overseen security for the Popes visit and DNC. In addition to putting together a rapid response to the 2015 Amtrak disaster in Frankford.

Joanne Dahme is the head of public affairs for the Philadelphia Water Department. She received the Dilworth award for excellence in customer service.
