A Week After Passage Of Pennsylvania Budget Bill, Still No Deal To Fund It

HARRISBURG, Pa. (CBS) -- Talks continue in an effort to bring Pennsylvania's state budget process to a close. A week after the legislature passed a budget bill, it still sits on Governor Tom Wolf's desk, unsigned for lack of a revenue plan to pay for it.

Governor Wolf has until Monday night to decide what to do with the budget bill. On Wednesday, the legislative chambers were empty as discussions continued between leaders and the administration on how to fund the spending plan. If there's no agreement in the coming days, and he does not want it to become law, the governor can veto the budget bill in its entirety, as he did last summer…or he can veto parts of it, known as a line item or blue line veto, and allow some state spending to resume.

Franklin and Marshall College political analyst Terry Madonna believes the latter option would be more likely.

"I don't think the governor has a choice," Madonna said. "He has to probably has to blue line it…he has to keep the state functioning."

A spokesman for Wolf declined to comment on what action the governor may be considering, saying he remains focused on his efforts to reach a revenue deal with lawmakers.
