Police Arrest Third Person In Connection With Fairmount Park Murder

PHILADELPHIA (CBS) – On Friday, Philadelphia Police announced that a third arrest has been made in connection with the death of a woman whose body was found in Philadelphia's Fairmount Park.

Authorities say they arrested 32-year-old Keith Bullock. Police say he was arrested for his involvement in the murder of 26-year-old Toy Charda-Bryant.

Bryant's body was discovered by a young couple as they drove through the park, on their way to work.

Bullock of West Chester has been charged with conspiracy to commit murder, kidnapping, and unlawful restraint.

Two other women were previously arrested for their involvement in Bryant's murder.

They are 28-year-old Shintele Smith and 39-year-old Shavon Armstrong.

Smith was arrested on June 21, while Armstrong turned herself into authorities on Friday, June 17.

Officials say Smith, from the 2600 block of South Bialy Street, was charged with murder, criminal conspiracy, kidnapping, robbery, unlawful restraint and other related offenses.

Armstrong, a Wilkes Barre native, was charged with murder, criminal conspiracy, kidnapping, robbery and related charges.

The victim's body was found was found on June 14, around 8:14 a.m.

She was found face down, according to police, with her hands handcuffed in the front. Officials say she suffered multiple stab wounds and a gunshot to the back of the head.

"I believe that she was in a fight for her life," said Capt. James Clark of the Philadelphia Police. "It was a truly tragic and vicious killing."

Authorities say the motive was $800.

Clark explained that Bryant owed the person of interest and was unable to pay the debt.

Police say that Bryant and her alleged killers were longtime friends.
