Philadelphia Inaugurates Jim Kenney As 99th Mayor

PHILADELPHIA (CBS) -- Philadelphia's new mayor seems anxious to get to work. After a relatively brief speech at the Academy of Music and a brisk walk up Broad Street, Jim Kenney went straight to his new office in City Hall.
Prayers and hymns punctuated the inauguration ceremony, which included the swearings in of city council, judges and row officers, along with Mayor Kenney. In his ten-minute speech, Kenney said the vision that will guide his administration will be providing efficient and effective services.
"Providing efficient and effective services means that our government has to be ethical and open with taxpayers about the work they pay us to do," said Kenney.
But he says it means more: good, neighborhood schools, safe streets, living wages -- things he says he can't do alone.
"Our large banks our large, corporate banks will have to invest in our small, neighborhood businesses, our corporate suite executives will have to hire our returning citizens."
Council president Darrell Clarke also spoke promising big announcements about tax and criminal justice reform.
