Phila. City Council Passes Dozens Of Bills And Resolutions In Final Session Of Its Four-Year Term

PHILADELPHIA (CBS) -- It will cost an extra $5 to own a car in Philadelphia, under a law City Council passed Thursday. It was among more than 80 pieces of legislation passed in the final council session of this term.

In a lengthy session, where Mayor Michael Nutter made a rare appearance and departing members gave their goodbyes, council approved a cable franchise agreement with Comcast that sponsor Bobby Henon called the best in the country.

"And I want to thank Comcast for putting Philadelphia first," said Henon.

It also passed two zoning bills that pave the way for the city's second casino, in the stadium area, which sponsor Kenyatta Johnson said will create 5,000 new jobs.

"I believe this project will benefit the entire city," said Johnson.

Council also approved some 800 lots for the new Land Bank and passed a $5 fee on vehicle registration, which sponsor Cindy Bass estimates will raise $3 million to improve traffic safety.
