UPDATE: Power Back On In Camden

CAMDEN, N.J. (CBS) -- The lights are back on in Camden.
PSE&G says an equipment failure at its Camden substation around 7 a.m. affected 2,300 customers. Power was restored to everyone by 10:15 a.m.
But by then, the decision had been made to close Camden City Hall and the county social services building for the day.
Rutgers-Camden and Camden County College's Camden Campus are resuming classes at noon.
There's no immediate word from PSE&G on whether this morning's rain was a factor in the equipment failure.
The outage affected homes, businesses, schools and government buildings in downtown Camden.
