Man In Wheelchair, Who Police Say Was Armed, Shot And Killed In Del.

WILMINGTON, Del., (CBS) – "Drop the gun! Put your hands up!"

Eyewitness News obtained this cell phone video from a witness who chose not to be identified.

He says it involves a police-involved shooting that's now under investigation.

"Put it down!"

You hear officers continually asking the wheelchair-bound man to drop the gun and put your hands up.

Wilmington Police say just after 3 p.m., police units responded to the area of Tulip and South Scott street in reference to a male with a possible self-inflicted gunshot wound.

Police say they found the man in the 1800 block of Tulip Street. Officers say he was armed with a handgun.

Amir Tamar initially called police after hearing gunfire outside of his business.

"Second time, we come out and we see the guy, um, handicapped, shooting in the air, nothing. But we called the police. Police say 'Stand up, hand up.' He no listen. Hands in the back, touch something. But police, one police come here to shoot him."

Shell casings littered the scene as the victim's family members rushed to the scene wondering what happened.

"It was a surprise. It was just..I mean, you don't think you're gonna get that kind of news, getting off from work."

"We just want to know what happened, you know that's it. We just want to know what happened."

Police remain on the scene hours after the shooting. They are conducting a thorough investigation and tell us they are still in very preliminary stages of this police involved shooting.

The Delaware Department of Justice released the following statement on the incident:

'The Delaware Department of Justice's Office of Civil Rights and Public Trust is investigating the officer-involved shooting on Wednesday in Wilmington and will determine whether the police officers acted in compliance with Delaware law. The Department of Justice reviews all cases where an officer discharges a firearm resulting in injury or death. This is an investigation that is separate from any internal Wilmington Police Department review.  Investigators from the Office of Civil Rights and Public Trust responded to the scene of the shooting on Wednesday afternoon and will observe and conduct witness interviews and examine evidence. The office will take these steps as quickly as possible in order to provide an account of the incident to the public. Making a determination about whether a person - including a police officer - should be criminally prosecuted under Delaware law is the responsibility of the Delaware Department of Justice and the department will make that determination following investigation in this case.
