KYW Flashback: Delco Becomes First Home Rule County In Pa.

MEDIA, Pa. (CBS) - There was a time in fading modern memory that Delaware County government was like it's three sister suburban governments. There had always been a member of the minority party sitting as a county commissioner.

All that and more changed in 1975. KYW's Suburban Bureau had followed the tortured debate intensely.

Delaware County became the first Home Rule County in Pennsylvania. No longer would the governing board require a minority commissioner.

A three member board of commissioners became a five member County Council - all Republican, reflecting a massive registration imbalance. The imbalance is eroding and although still in control, the GOP is starting to feel the warm winds of change.
