Streets Department Kicks Off Cleaning Season At Annual Block Captain Rally

PHILADELPHIA (CBS) -- The Philadelphia Streets Department hosted its annual rally for hundreds of block captains through the city on Saturday at the Pennsylvania Convention Center.

There were workshops, entertainment, lunch and dozens of organizations on hand talking about resources available to residents.

One of the popular tables was the Best Friends Animal Society where block captains were seeking assistance with stray cats inhabiting neighborhoods.

"I do see some and they are in my yard," said Aine Doley with the animal society. "Best Friends Animal Society is partnering with Animal Care and Control team to do trap neuter and return all over the city its call the community cats project, and the goal is to neuter and spay and vaccinate 4000 cats in Philadelphia for free."

Block captains were being encouraged by organizers to recruit their neighbors to volunteer for the 8th annual Philly Spring Cleanup on April 11.
