Mom, Daughter Charged After Police Find Children Barricaded In Deplorable Conditions

UPPER DARBY, Pa. (AP) — Two women in a Philadelphia suburb are facing child endangerment charges after police say they found two young boys living in squalid conditions and barricaded inside the house.

Upper Darby police said the 8- and 9-year-old boys hadn't eaten in at least a day and hadn't been to school in months.

County caseworkers couldn't get anyone to answer the door so police got a warrant and entered the property Wednesday.

Inside they found 30-year-old Tiffanie Hardy with her 8-year-old son and 9-year-old nephew. Her mother who lived in the home, 54-year-old Cosette Carter-Hardy, was arrested Thursday.

Both are charged with child endangerment and related counts.

The older boy is in the custody of his mother in Philadelphia and the younger child is in the care of Children and Youth Services.
