Woman Charged In Case Of Woman Found Bound Inside Olney Home

PHILADELPHIA (CBS/AP) — Philadelphia police have officially charged a woman after a woman with special needs was found tied up inside the basement of home in the city's Olney section.

Authorities said officers arrested 46-year-old Regina Bennett, who lives at a home in the 200 block of Linton Street, early Saturday after a disturbance, but inside the home they found a 36-year-old woman tied to a bed who was "extremely thin" and had sores on her body.

A police spokeswoman said the woman "appeared to be special needs and has a limited vocabulary." She was freed and was taken to Einstein Medical Center, where she was being treated.

Police say they haven't determined her relationship to the suspect, who was charged on Sunday with kidnapping, assault, unlawful restraint and related offenses.
