'Shocking' Arrest After Suspect Uses Taser On Delaware Officer

DOVER, Del. (CBS) - A Philadelphia man was arrested in Dover on Thursday morning after literally shocking a Delaware trooper.

According to Delaware State Police, 31-year-old Hughie Cooper was arrested for assaulting a law enforcement officer, resisting arrest and criminal trespass after turning a Taser on a female officer.

Police began looking for Cooper at around 9:40 a.m. after receiving a 911 call about a suspicious person on the 2000 block of Chestnut Grove Road.

Troopers responded to the call, and authorities say that Cooper started running once he saw the patrol car arrive at the scene.

The trooper found Cooper in a wooded area with his hands under his shirt. She commanded him to show his hands but after not getting any response, the trooper shot her Taser at him, briefly subduing him.

According to the trooper, while she was trying to take the suspect into custody, Cooper grabbed her Taser and used it on her, giving her a slight electrical shock.

Fortunately, the shock did not incapacitate her, and she was able to put Cooper in handcuffs.

Cooper was taken to Kent General Hospital to be treated for an unspecified injury but is currently being held on $10,500 cash bail at the Vaughn Correctional Center in Smyrna.

The trooper was also treated at Kent General for an unspecific injury received during the altercation but has since been released.
