PHILADELPHIA (CBS) — Michael Kelly, who helped clean up the Philadelphia Housing Authority in the wake of the Carl Greene scandal in 2010 (see related story), has decided to leave the PHA.

Michael Kelly had been New York City’s public housing director when federal officials brought him to Philadelphia 18 months ago, after the ouster of Greene.

Now, Kelly himself is leaving, for unspecified personal reasons.

“For family reasons, today is my last day,” he told KYW Newsradio today.

Kelly is confident that the reforms he instituted at PHA will last beyond his tenure.

“These are now embedded in stone. The days that had caused the mistrust are now behind us.”

Kelvin Jeremiah, currently PHA’s director of audit and compliance, will run the authority while HUD mounts a national search for a permanent replacement.

HUD officials also announced that Estelle Richman (at left in photo), who had been the sole member of the PHA board immediately after Greene’s firing, will return in that capacity.
