Police Locate Family Of Man Chained In Basement

PHILADELPHIA (CBS) – Authorities Monday located the family of one of the four mentally challenged adults found chained in the basement of a Northeast Philadelphia apartment building Saturday (see related story), the search led them to Norfolk, VA.

Many questions still remain about how the four victims came into the custody of their abusers. But authorities say they were able to locate the grandmother of 40-year old Herbert Knowles (pictured), Ella Louise Davis spoke with our sister station WTKR in Norfolk, saying Herbet was too trusting for his own good.

Davis says the family is happy to know where Herbert is, but they remain furious about his ordeal.

The three other mentally challenged adults that were also found chained in the basement are continuing to recover at a residential treatment facility.
