Suburban State Senator Plans New Effort To Reform DRPA

HARRISBURG (CBS) - A suburban state Senator says he plans to begin a new effort in June to pass legislation reforming the Delaware River Port Authority.

John Rafferty (R-44), chairman of the Senate Transportation Committee, got the ball halfway down the field late in the last session of the legislature but the session ended before House took up his DRPA reform bill.

"I'm proud to say that the Senate passed it and it was the first legislative body to pass any kind of reforms of DRPA. And the House just ran out of time. So, I will be beginning the process in June and hopefully we can get the bill over to the House either late summer or early fall," Rafferty said.

Rafferty says his new DRPA bill will call for even broader reforms. He says it would address conflicts of interest by board members, give the Senate approval of the governor's appointees to the board, give Pennsylvania's governor the same veto power over board actions that New Jersey's governor has, and eliminate the DRPA's involvement in economic development.
