Councilman Wants All Dogs In Philadelphia Licensed

PHILADELPHIA (CBS) - City Council is looking at ways to get more dogs licensed in Philadelphia.

Dogs are required to be licensed in Philadelphia, but it's generally believed that few are. Councilman Jack Kelly wants that to change.

"What we want to do is to make sure that everyone has a properly licensed dog," Kelly said.

Kelly has introduced a bill that would require veterinarians to ask for a dog license during an exam, and then to offer a sign-up if the dog is unlicensed.

"They can sell the license right then and there to the people. If they refuse, then they would have to give us the names and addresses of the people," Kelly explained.

And Kelly says the license fee would be $16 for neutered dogs, $40 for those not neutered -- an incentive, he says, for owners to get the pooches altered. His bill will be debated this spring in committee.
