PHILADELPHIA (CBS) – Philadelphia Police are seeking the public’s help in identifying a man captured on surveillance video slashing a car’s tires following a dispute over a parking space.

In the video, captured outside a South Philadelphia Target Store, a man can be seen blocking in a female’s car and then slashing all four of her tires after, what police believe to be, an argument over a parking space.
