Suspect Arrested In Beating Death Outside Traffic Court

PHILADELPHIA (CBS) — Philadelphia Police have identified and arrested a second suspect in connection to the fatal beating of a 21-year-old woman outside of Philadelphia Traffic Court on Monday, February 7.

Walter Williams, a 28-year-old of Lindenwood Street, was arrested without incident Tuesday afternoon at his home. Williams has been charged with the murder of Tovoyia Owens. (see related story)

According to investigators, Tovoyia Owens went to traffic court with her boyfriend and when the couple walked out of the building, the two were confronted by two other men.

Eyewitnesses told police, the two men began arguing then punching and kicking Owens to the ground. Owens was rushed to the hospital where she later died.

Police say they believe the two attackers were Owens’ ex-boyfriend and his brother.

Police maintain their information is based on the one suspect arrested at the scene and are withholding the suspects’ names until charges are officially filed in this case.

    So, again I ask. What was her ‘boyfriend’ doing while she and his unborn child were being murdered right in front of him. There is no mention as to his outcome.

    Would this be considered a Double Homicide? I agree, the people who stood and did nothing are just as guilty. If people won’t protect a pregnant women from getting killed then we can look forward to more of these crimes. No wonder everybody has a gun.
