HARRISBURG (CBS) – A bill that would create procedures for dealing with concussions and head injuries suffered by student athletes in Pennsylvania has passed the State House and is on it’s way to the Senate.
Some House members including York County Republican Scott Perry are concerned that the bill will hold school districts and taxpayers liable for honest but incorrect decisions made on the field of play:
“I view this and have viewed this as an unfunded mandate for our schools.”
But the House passed the bill overwhelmingly to the satisfaction of sponsor Montgomery County Democrat Tim Briggs.
“We really need to do everything we can to change the mentality of shaking off an injury like a brain injury and concussions really need to be taken seriously.”
The bill now goes to the Senate, where a spokesman for majority Republicans said last week that there is interest in the measure, although it was unclear if there will be time to consider it before the current legislative session ends.

We have bans on salt, fat, cigarette smoke and tons of other things.
But things that are clearly dangerous like football, boxing and other athletic activities go on without any serious restraints. This intended legislation is facetious to put it mildly.
