Penndot Workers Charged in Fake ID Scheme

Three Philadelphia men, including a Penndot employee and his brother, are facing federal charges involving the creation of fraudulent IDs.

KYW's David Madden reports that these are the latest people to be nabbed in a national effort called "Operation Blind Spot," which has led to charges against 25 people from our area including four Penndot (Pennsylvania Department of Transportation) workers over the last few months.

Assistant US attorney Richard Zack summarized the latest indictments:

"Roy Davila is a driver's license examiner, and he is charged with accepting cash payments in exchange for the issuance of licenses. Felix Davila is charged with lying to federal agents about his acceptance of cash on behalf of his brother, Roy."

Roy Davila is now suspended without pay from his state job.

Two of the other three Penndot workers were fired, and the third quit.

In a separate action, Rafael de la Rosa Duran is accused of selling genuine Social Security cards to people seeking to create phony identities.
